ABSTRACT
The universities in Singapore were not developed in a vacuum or independent from one another. In creating the new institutions or new activities within the existing institutions, there were many partnerships that were fostered to help in their development. Through some case studies of collaboration, we learned that the learning often went two ways: learning was transferred from the overseas partners and key individuals, and new learning was acquired in Singapore by the overseas partners. We label this as active and adaptive learning.
