ABSTRACT

As already indicated in the previous chapters, the economic and civilisation development of a given country affects the position of coal mining enterprises and their attitude towards the implementation of sustainable development principles. Also, the state itself – mainly by setting legal frameworks and enforcing them – significantly affects the possibilities and scope of SD implementation in the economy and mining industries. Therefore, Chapter 9 describes the role of this stakeholder in creating SD. The first section presents an overview of possible solutions in shaping resource policy, primarily including energy policy, in which energy security usually plays a prominent role. The next section contains an overview of case studies related to selected resource policies and their economic, social and environmental impacts. The third section contains a critical assessment of the role of the state in balancing the operations of mining enterprises, together with recommendations for including ecological and social priorities in resource policies and a description of the long-term benefits of such an approach.
