ABSTRACT

The UN Charter ascribes the responsibility for the maintenance of international peace and security to both the United Nations General Assembly and the United Nations Security Council. This chapter analyses how UN forces are formed, their organisational frameworks, and command and control structures. The Charter framework will discuss, after considering the prominent pre-1945 collective security mechanisms, the institutional framework that is utilised by the UN Charter. The chapter attempts to provide such a framework for the attribution of conduct of UN Peace Support Operations. The North Atlantic Treaty Organization – which has a long history with peace Missions – defines peace enforcement as follows: A peace support effort is designed to end hostilities through the application of a range of coercive measures, including the use of military force. The UN troop generation process was intended to be grounded on Art 43 of the Charter, which requires member States to contribute troops to the UN.
