ABSTRACT

This dossier has sought to consider the use and importance of intelligence, surveillance and reconnaissance (ISR) in the Gulf region, and to examine this in the context of the Gulf Cooperation Council’s (GCC) own capabilities. The region continues to be challenged by defence and security issues that will need careful attention if they are to be managed successfully. ISR has a fundamental role to play in this: it is critical to effective operations across all domains, above and below the threshold for what would still be collectively recognised as a war.
