ABSTRACT

This chapter focuses on the strategic management processes associated with programs for improving government organizations’ performance. The current concentrated performance improvement mandate took root in the federal government with the passage of the Government Performance and Results Act (GPRA) in 1993. Application of performance improvement programs at the state and municipal levels followed shortly after. This chapter discusses the movement and how successful implementation and strategic management are associated. Three strategic planning projects required by the GPRA were an agency strategic plan, specification of agency performance goals, and an agency performance plan for achieving those goals. All three were required to be updated every four years, beginning the first year of every four-year presidential term of office.
