ABSTRACT

Strategic planning (SP) is the physical demonstration of how to implement strategic goals. It is a required activity in most budget units in the federal, state agency and major municipal departments. SP consists of a combination of elements from three planning models: The combination adopts elements of capital planning, asset management planning, and financial planning. There is no one best way to combine these planning tools, although a traditional set of activities has evolved. This chapter is included as a refresher on the core elements of strategic planning for agency managers by helping guide mission strategies and tactics.
