ABSTRACT

The dynamic capabilities framework described in Chapter 6 is an organization’s “ability to integrate, build, and reconfigure internal and external competencies to address rapidly changing environments. Dynamic capabilities thus reflect an organization’s ability to achieve new and innovative operational forms quickly and apply them to advantage (Teece et al. 1997). This approach focuses on the development of capabilities for developing and managing functional, organizational and technology skills that enable superior performance. In this light, the dynamic capabilities paradigm is particularly suited for application in public sector strategic management.
