ABSTRACT

Measurement of the level of equity is an essential step in understanding the level of equity in the distribution of healthcare services. In this regard, sharing of data and knowledge between developed and developing countries is essential for uncovering inequities in healthcare services and protecting vulnerable groups. This chapter focuses on the equity measurement techniques in healthcare services. The World Health Organization has stated that fairness in health system design will be possible by organizing an equal burden of payments and providing equal benefits in terms of healthcare services in the community. It gives an overview of the commonly used index and curve approaches to analyze the redistributive pattern of out-of-pocket health expenditures. There is a vast literature on measuring inequalities by considering income level differences of individuals, especially in the context of healthcare services. The Kakwani index provides an aggregate picture of tax progressivity and income distribution.
