ABSTRACT

The nature of Western democratic institutions has made possible the existence of a Trojan Horse, or of Trojan Horses, within the alliance: communist parties which are democratically represented in the various parliaments and potentially within government, yet which owe ideological allegiance in some degree to the Soviet Union. North Atlantic Treaty Organisation (NATO) was designed to protect Western Europe, but there was a great gap in anti-Soviet defences along the south-western borders of the Soviet Union. Rhetorically at least, there have been a number of phases of American policy towards Western Europe and the Soviet Union. The NATO powers simply fear the Soviet Union’s overt military power, repeated political threats and attempted subversion. Any United States government must also consider whether the relaxation of military pressure against the Soviet Union in Europe might not free the latter for military adventures in other parts of the world.
