ABSTRACT

The source of COVID-19 may never be known, but there is ample evidence of the political and ‘scientific’ failures that exacerbated its proliferation. While any plague cannot be the exclusive cause of the disruption of the then world order, it is unquestionable that scientific knowledge and superstition played an essential role in shaping Imperial public policies in the same way they have done in the case of COVID-19. The rule of law is an indispensable means by which rights are secured during Coronavirus crisis. It is therefore crucial that it be defended when emergencies arise. The Diceyan concept of the rule of law is a formal, procedural notion that rests on three institutional and constitutional requirements without specifying what the content of the law ought to be. China is a contemporary example of the former: laws are important, but not to the extent of being a restraint on the will of the Communist Party.
