ABSTRACT

This chapter provides an overview of housing policies and programs that target individuals with special needs, including frail older people, and people with disabilities including AIDS, and mental illness. Relatedly, the chapter also examines policies and programs for homeless people. Some of the specific programs discussed in the chapter include Section 202, Section 811, Housing Opportunities for People for AIDS (HOPWA), Emergency Solutions Grants (ESG) and Continuum of Care (CoC). The chapter also discusses the evolution of homelessness policy, from an emphasis on graduated approaches that begin with transitional programs to one that emphasizes “housing first.”
