ABSTRACT

Theory of Change is often used in the public sector and the third sector. This chapter describes in detail how the Theory of Change approach breaks down the complex process of planning and implementing a change into a series of logical and manageable steps. It can be used as a planning tool, a management tool and an evaluation tool to steer projects, policies and change initiatives and guide them towards a successful outcome. The use of Theory of Change is explained for each application with examples, highlighting some of the pitfalls to be avoided. The chapter concludes with a case study from the charity sector, illustrating how one organisation used it in practice.
