ABSTRACT

Measuring performance is often seen as a way of improving effectiveness. It can be a very useful tool, but frequently it detracts from effectiveness because it is used in a way that drives short term thinking. This chapter explains how performance measurement can be used to good purpose. It introduces The Performance Framework which sets out a means of thinking about the complex process of deciding what is required in terms of levels of performance and how goals can be set and measured. It includes a list of questions to ask, to check if all is on track. Finally, there is a section on the pitfalls suggesting how the worst problems can be avoided.
