ABSTRACT

A performance measurement system is only effective if good use is made of the information it provides. This chapter sets out ways of creating an environment in which individuals are prepared to share information and to learn from what the evidence is showing them so that effective action can be taken. There is a description of the Performance Planning Value Chain, a tool which provides structure for reviewing performance and also a section on how to review and analyse data that may be presented at review meetings. This leads to a discussion of what makes a performance measurement system successful. Finally, the chapter touches on how to reward people for their performance and also how to encourage them to take appropriate risks.
