ABSTRACT

An organization of the sort would be in a position to draw up the coherent plan, to apply the “purposive direction”, without which the community will inevitably flounder from muddle to chaos. The nation will rightly require of its Government not a merely passive policy of succouring the victims of a defective economy, but a positive, energetic leadership in constructing a new organization for collective planning and direction of its economic life. The planning organization would relate the first kind of policy to the second—the short-range plan to the long-range plan—and thus, with all its limitations, would serve as a most valuable guide. The Economic General Staff would have to take account from the outset of certain facts and tendencies. The organization would begin to formulate a general conception of the direction in which it would be desirable to encourage economic development.
