ABSTRACT

This chapter is concerned with the future of Mutual Aid in the form of the friendly societies, and with the future of philanthropy. The friendly societies began as clubs as well as insurance institutions, at a time when there were few competing opportunities for social intercourse. The friendly societies centrally might become guardians and promoters of democratic voluntary action. The essential business of friendly societies is Voluntary Action. The capacity of Voluntary Action inspired by philanthropy to do new things is beyond question. Voluntary Action is needed to do things which the State should not do, in the giving of advice, or in organizing the use of leisure. There should be in every locality some organization to which people can join, who wish by Voluntary Action to improve the conditions in their locality. There should be everywhere a local organization of citizens for Voluntary Action.
