ABSTRACT

Occupations have always been largely determined by the nature of work available and this restriction to personal liberty is less grave than incapacity to play a useful part in society. The educational system is operated by three classes of persons: the parents, the Local Authorities and the teachers. All may be well-meaning, but they lack a common object and common assumptions. The councillors, though often taking an intense pride in a school as managers and governors, dwell tediously on manners and the elementary skills; the officials are inclined to boss and to demand from teachers the qualities which are their own. Indeed, the officials might at times be thought to be without interest in freedom were it not for an animated display when faced with the demands and pressures of Whitehall. The Liberal Report on Education, Looking Ahead (1955), has dealt with one aspect of this problem.
