ABSTRACT
The third chapter analyzes and discusses critically the proposals advanced by scholars to fill the legal gap. The alternatives include different legal tools within and outside the refugee law. Solutions range from a new universal treaty conferring a distinct, legal status for climate refugees, to an expanded reading of the 1951 Convention. Is that possible to complement the existing legal framework with other specific legal tools? Is this just a matter of extension of the existing legal framework?
