ABSTRACT

Soviet attempts at political warfare against Germany were not successful in their aims. Psychological warfare against Germany had a chance of success only after the tide had turned, but it was up against obstacles which proved to be insurmountable: Goebbels’ persuasiveness, the Hitler myth, Himmler’s grip, and the lack of mass support for Communist ideas. The Soviet propaganda campaign was therefore very much more than the usual psychological warfare. It was designed not only to help win the war but also to win the peace, on Soviet terms. It was an attempt at converting post-war Germany to Communism. According to Herr Fritz Hesse the Soviets made peace overtures to the Germans before the battle of Moscow.
