“Those who use the instruments cannot judge teacher quality or effectiveness per se, but only the degree to which teachers follow a particular model or demonstrate by word or deed the values reflected in that instrument” (Hazi, 2018, p. 200).

Schools have the most success with students when they focus their energy on helping teachers become the best professionals they can be (Johnson, 2019). Excellent teachers have an impact on families, students and other education professionals. We can all spot a high-quality teacher, but the traits that make a teacher excellent are hard to quantify. Lewis et al. (1999) summed up the state of research when they said that “teacher quality is a complex phenomenon, and there is little consensus on what it is or how to measure it” (p. iii).
