ABSTRACT

This chapter introduces the definition of the nuclear order as an “international order developed to address the distinctive set of problems, issues, and goals associated with nuclear technology”. This technological order, in turn, is structured as a “system of deterrence” and a “system of abstinence” creating a clear divide between states that seek to guarantee their security through deterrence and those whose security is not dependent on nuclear deterrence. The power of nuclear weapons is viewed in realist and constructivist terms before introducing the sociology of technology, its basic understanding as technology, and the social being co-constructed in “seamless web”. The central concepts are “relevant social groups”, who, as their “technological frame”, assign a meaning to technology – in this case, to nuclear technology and weapons.
