ABSTRACT

The agreed-upon goal of the nuclear order is a world free of nuclear weapons. This chapter looks at how the relevant social groups approach this vision. Are they aware of their potential to make a difference? Are they organized enough to induce change? Three programs for change are discussed, and critics are given a voice as well. The first is the P5 and the step-by-step process seen here together with the project of the US of Creating an Environment for Nuclear Disarmament (CEND). The second is the nuclear-weapon-free states and their potential to, one zone at a time, approach a world free of nuclear weapons. The third is the total state by state abstinence based on the Treaty to Prohibit Nuclear Weapons.
