ABSTRACT

The sociological approach enables us to understand the interaction of the social and the technological in the nuclear order. Furthermore, the approach allows us to identify critical policy dimensions in our search for a just and effective nuclear order, where international rules are followed and all states are treated equally. The policy agenda for a future nuclear order below includes the following dimensions: (1) Abolishing the nuclear monopoly, (2) empowering the non-nuclear states, and (3) separating non-proliferation and disarmament as future treaties of the nuclear order. When assessing who the proliferators are, a qualified international panel should be able to place itself above exiles and national intelligence services in assigning proliferators and in qualifying the negotiations. This chapter ends with a concluding comment on the sociological approach itself.
