Russell’s case for Western “military preponderance” hardly stood out from among the other blueprints for peace submitted to the Daily Herald. Provocative acts and gestures were to be avoided, but in the last resort the people of Western Europe needed to be persuaded that, "if there is a war, it will suffer less by fighting on our side than by submission to Russia". Barnes and Bronowski took a somewhat more idealistic line, with the Anglican cleric proclaiming education as the solvent of Cold War hatreds and fears, and the scientist calling for the application of modern technology in general and atomic energy in particular "to peaceful and human use". In Asia the Western Powers, especially America, have done things which neutrals such as Nehru did not consider justified. It is thought that Western Europe cannot quickly be made capable of defence without West German rearmament.
