ABSTRACT

Chapter 8 presents a comparative overview of the regulatory environments for PPP practice in emerging economies using Brazil, India, Nigeria and South Africa as case studies. The aim of the chapter is to show how the various countries have developed their frameworks to cater for their local situations and what lessons other countries may learn from the approaches that have so far been adopted. The discussion focuses on a range of themes to consider what policies or strategies enhanced PPP success and what might be done to improve in other areas. The chapter also highlights areas of similarities and divergence in the selected countries. The success of the PPP model in any of these jurisdictions depends on the enabling environment and the structures put in place to attract both local and foreign private investment.
