ABSTRACT

Concurrency is a requirement that public services be available to serve new development concurrent with a local government issuing a final permit to use or occupy that development. Many states have concurrency mandates. This chapter discusses federal judicial consideration of concurrency and Florida statutory requirements for concurrency. I give special attention to how concurrency is implemented through comprehensive plans and land development regulations, the special case of transportation concurrency, and two transportation concurrency alternatives: proportionate share and mobility fees.
