ABSTRACT

Beginning in the 1970s, Florida began an aggressive experiment in regulating local government planning. In the nearly five decades since, Florida–s statutory mandate for planning has evolved through legislative amendment and state court review. Florida local governments must use a state-directed process to plan. I present a general –instruction manual– that is simple enough to be useful for a student while still referencing deeper complexities so that the manuscript is a valuable reference for a seasoned practitioner. Flow charts and bulleted lists break more complicated processes down into their most essential components.
