ABSTRACT

This chapter details the certified texts of all the important arms control agreements. The documents are those pre-World War II agreements selected for their relevance to topics on the present international arms control agenda. The Republic of Viet Nam signed a few arms control agreements, acceded to the 1949 Geneva Conventions for the protection of war victims, ratified the Non-Proliferation Treaty, and concluded safeguards agreements with the International Atomic Energy Agency. The Democratic Republic of Viet Nam joined only the 1949 Conventions. Most multilateral arms control agreements in force are open for signature by all states, without qualification. This is recognition of the principle that, by their very nature, arms control treaties ought to have universal application. Arms control agreements may be modified by a number of different procedures. Under bilateral agreements, each party may propose amendments; agreed amendments enter into force in accordance with the procedures governing the entry into force of the agreement.
