ABSTRACT

Launched in 2005, House Democracy Partnership (HDP) saw itself as resuming and expanding the work of the Task Force on the Development of Parliamentary Institutions in Central and Eastern Europe, founded in 1990 and chaired by then-Rules Committee Chairman Martin Frost, along with ranking member Gerald Solomon. David Eugene Price served four years as HDP chairman, during the 2007–2010 period of House Democratic leadership. The 2007–2010 period featured nineteen “inbound” workshops in Washington for members of partner legislatures, typically administered by National Democratic Institute or International Republican Institute. On returning to the House in 1997, Price was drawn to the work of the Center for Middle East Peace and Economic Cooperation, an organization cofounded by Slim-Fast Foods chairman Daniel Abraham and former Rep. His Middle East involvement was rooted in a dual commitment to the security and integrity of Israel and to justice and self-determination for the Palestinians—two goals that not only were consistent but were essential to each other.
