ABSTRACT

Dudley Seers elaborated the significance of Cuba's experience for development studies. The problems of social and economic backwardness which Cuba is attempting to solve are common to the whole of Latin America though their severity varies widely. The Cuban education system before the Revolution had been marked for many years by major inadequacies and deep inequalities, in spite of Cuba being one of the better-off countries in Latin America at the time. The author's assessment of Cuban education after the Revolution was, on the whole, highly positive. He underlined how impressive and remarkable some of the Cuban achievements would seem to other developing countries seeking rapid expansion in their own education systems. Within three weeks of the returning the Cuban missile crisis burst on to the international scene, with the UN Security Council locked in debate and the newspapers giving headline accounts day after day.
