Luttwak's analysis provides an interesting contrast to that of The Economist because he insists on looking beneath the numbers and on examining what the numbers mean in terms of operational detail. In Luttwak's view, the Soviet Union is an aggressive power seeking to expand its influence whenever possible; it has developed offensively orientated forces to support these objectives and will use these forces under conditions of maximum advantage wherever it can. Indeed, in the current political climate, it is difficult to envisage public support for the deployment of new missiles even if they were conventionally armed. Security has already been the subject of parliamentary reports over the Gladwyn and Klepsch reports, but now the directly elected parliament will shortly receive a report on European security questions by a Danish Liberal, Niels Haagerup, and a further report on European cooperation in equipment procurement from Mr Adam Fergusson. .
