ABSTRACT

This chapter is a literature review of the studies, both at home and abroad, on anti-corruption practices and local governments' anti-corruption innovations in China. The subtopics include general questions, such as the causes and characteristics of corruption; how to combat corruption from institutional, economic, and organizational perspectives; the global trend of building a local integrity system; and local governments' growing anti-corruption reform efforts in China. The extant studies mainly discuss the motivations of local governments in conducting anti-corruption innovations but do not investigate the dilemmas of local innovation. This research focuses on the underlying factors impeding the sustainability of local innovations and illustrates these obstacles using case studies. A discussion of the research questions—concerning the patterns, dilemmas, and institutional constraints of local governments' anti-corruption innovation—follows.
