ABSTRACT

This chapter presents Jiangmen's attempt to make an innovative policy, the Integrity Pension Fund, to ensure integrity by government officials through economic incentives. Jiangmen was the first municipal government to try such a policy. This case failed because of harsh social criticism. Political support, while initially sufficient, withered afterwards due to social restrictions. Public opinion was of the view that it was unnecessary to encourage public servants to remain honest by increasing their salaries. Although the organizational cooperation went well despite harsh public criticism, the innovation was ultimately terminated by the provincial DIC.
