ABSTRACT

This chapter introduces the Integrity Management Office of Hengqin and the Anti-corruption Bureau of Qianhai, both of which attempted structural changes to anti-corruption agencies, i.e., integrating several anti-corruption agencies into one body. While alike in their underlying intentions, these two innovations differed in strategy. Hengqin and Qianhai have similar geographic locations and political intentions but took different approaches to similar institutional changes to their anti-corruption agencies. The two cases had different fates due to their diverse organizational structures, since the innovation was determined by how they dealt with organizational disputes.
