ABSTRACT

This chapter considers a spectrum of implementation methodologies at the macro or policy level, and discusses various forms of authority, and how they are generated and applied. It canvasses role of change agents and issues in the management of change. Implementation, like planning, uses a variety of tools that span the spectrum from ‘market’ to ‘regulation’. The process of implementation is about effecting behavioural change and is therefore an activity of change management. It requires effecting decisions and desires, whether operating from an informal or a formal position, and securing compliance with achieved desired endpoints. The communication strategy should outline the key issues and messages for different stakeholder groups and the most effective means of reaching each target group. The strategic issues provided an opportunity to redress excess acute beds and to redefine the roles of selected hospitals to align more closely with community needs.
