      ABSTRACT

      The dilemma of monitoring standards for the sake of the service user may force governments to take a more active role. The tendering process has created a problem for small agencies and eventually a type of merging or cooperation and sharing will need to be developed. The role of the educational institutions in helping those working in the human services field to adjust to change has not been very evident. Courses and conferences of educators and professional groups still give little space and emphasis to the managerial issues facing practitioners. Some educational institutions see 'management' training as being only for managers and more senior students/potential managers, rather than for all those who will be part of the management process at whatever level. Most of those working in not-for-profit agencies will have some organisational experience, even if it is only as a victim of poor management practice, and could benefit from some managerial training.
