A visitor to an agency was surprised to see the staff in the tea room taking out notebooks and writing on them at various times during their conversations. Some acted as if they were enjoying a private joke, others were writing rather surreptitiously. Techniques for improving time management are harder to apply in small organisations than in large ones because they usually have to be developed by the individuals themselves. The large organisation often provides a protective framework that ensures that the individual follows certain time-management practices. A meeting is a gathering of two or more persons and may vary from small informal groups through to structured and formal situations. The essential factor in every meeting is that the purpose must be clear and open and must be kept in mind at all times. Staff meetings deserve special attention as they are another user of time but are also very important in enhancing the functioning of the organisation.
