The quality of the planning effort can also be crucial in the successful delivery of a project. The value of planning can seem doubtful for soft projects. Most organisational change and service development projects have at least some of the characteristics of soft projects. The executive of a health service had just signed off an agreement with a web development company to develop a new public website for the organisation. The project charter is the first key element and foundation of the project plan. The project charter should describe the strategies in enough detail for the project team, stakeholders and decision-makers to understand how the project will achieve its goals and objectives. Defining and sticking to the project scope is one of the cornerstones of good project management, as the scope statement puts some boundaries on the project. Steering committees , advisory committees and reference groups can help to make or break projects.
