The introduction of conscription, or even its proposal, might threaten that cooperation to the grave detriment of the munitions industry. Simon thought that such an increase would impose severe financial burdens on the country, and concluded that, although in the present circumstances the question could not be considered in the light of financial factors, alone he could not agree to the proposals. The French had already agreed to join in giving a guarantee to Greece, but when Halifax received the text of the declaration which Daladier proposed to make, he found it also contained a guarantee to Rumania. Hore-Belisha argued that there had to be a co-ordinated and integrated approach to the study of defence problems and, on this basis, he had come to the conclusion that conscription was necessary.
