ABSTRACT

Details of the operational characteristics of an airport and the services it provides are given in the Aeronautical Information Publication. Such characteristics and services are often material in a liability situation. The aircraft operator may also be in an unenviable position where his aircraft is blocking the runway with an ever-increasing number of aircraft holding or being diverted. Questions of legal liability for economic loss and insurance for such liability can arise. Ground handling services may be provided by the airport operator, a carrier or other enterprises. In some States there may only be one possible ground handler at an airport. Other airports have given franchises to a number of competing companies to provide ground handling services. The person who appoints the arbitrator(s) can in the alternative be the International Chamber of Commerce. Standard Ground Support Equipment Procurement Agreement was introduced into the 19th edition of the Airport Handling Manual.
