ABSTRACT

This chapter summarises the constitution and functions of the European Civil Aviation Conference (ECAC) and Joint Aviation Authorities and the aviation activities of the European Union. The founding of ECAC is described in the Historical Review appended to its Constitution and Rules of Procedure. In 1979 13 European Civil Aviation Authorities signed an “Arrangement concerning the development and the acceptance of Joint Aviation Requirements”. Twelve European Civil Aviation Authorities also signed a “Memorandum of Understanding on Future Airworthiness Procedures” in 1987 which expressed support for a more integrated structure to deal with civil aircraft safety in Europe. The Authorities will cooperate to produce administrative requirements also referred to as Joint Aviation Requirements and procedures so that any applicant can finally use a single administrative document and one set of procedures and practices for any application to one of the Authorities.
