ABSTRACT
Public administration as a phenomenon has existed since the time when the first state came into being, because it, in its essence, is inextricably linked to the need to exercise authority and manage society. Three different approaches toward the understanding of public administration can be distinguished in contemporary science and practice: Public Administration, New Public Management and Public Governance. Public Governance includes several key principles of implementation: regulatory reform framework; coordination across government; regulatory impact analysis; public consultation; and simplifying the administrative burden. Regulatory impact analysis examines and measures the likely benefits, shortcomings and overall effects of new or changed regulations. Most modern investigations into political culture and its impact on political systems are limited to reviewing changes in the political behavior of individuals and society under the influence of any given culture or the degree of political involvement.
