ABSTRACT

The absence of clear legal definitions of politically motivated cyber attacks creates a grey zone for actors to manoeuvre within. There has been a substantial rise in the number of attacks conducted by state and non-state actors by targeting vulnerable public and private entities, and cyberspace acts as a vector for attacks. These attacks have been underestimated for a long time, and the general public discarded them as irrelevant outside the political sphere. Yet, the number of cyber attacks is increasing, and it has become evident that these attacks have a political, economic, and societal impact. This chapter aims to create a general definitional understanding of critical aspects such as actors, targets, critical infrastructure, cybersecurity strategies, and security.
