ABSTRACT

This chapter is the second case study of politically motivated actors’ groups and attack methods. The main focus is on cyberterrorism, which includes the new conceptualisation of ransomware attacks as a national security threat/terrorism. Ransomware attacks are emerging, and with the new conceptualisation, the area would be considered in the realm of cyberterrorism. The constant flow of attacks and the uncertainties they cause can qualify them as terrorism, Yet, no international norms or classification are developed to create consensus. The chapter will include motivation, the actors, and the means and methods in a strategic and legal context. Attacks such as the Colonial Pipeline, the meat plant JBS, and the attacks on healthcare services will be applied to the discussion.
