ABSTRACT
The challenge of aligning service demands and available resources is an important managerial function for efficient government. The first step is identifying the demand pattern by day of the week, time of day, or on some other relevant basis. Then, if there is misalignment between the patterns of demand and resource availability, ways must be found either to adjust resources to match demand or to adjust the demand pattern to match the availability of resources. This is what demand analysis is all about.
