ABSTRACT

Staffing analysis is not a single technique but instead incorporates an array of tools and considerations designed to identify the staffing needs associated with the scope and quality of desired services in a given community, the service demand in that particular community, the local government’s willingness to invest in labor-saving capital equipment, its willingness to pay for higher-level skills in its employees, and its preferences for in-house or contracted services. Careful staffing analysis is much more than simply applying general ratios of employees per 10,000 population as the basis for prescribed staffing. The analysis may also consider whether current staffing resources are being properly deployed.
