ABSTRACT
Important decisions in local government are sometimes made on the basis of tradition, emotion, and politics, without a thorough and systematic analysis of all the relevant information available. The resulting decisions can be suboptimal. For facts, figures, and careful analysis to have any chance to influence government decisions, managers and analysts must make the effort to do that analysis and present their evidence. The tools to do so are available and often easy to use.
