ABSTRACT
Vendors promoting their services as a less expensive option like to compare their proposed contract cost to the full-cost of in-house provision. But some of the costs included in full-cost accounting may not actually go away if the local government decides to contract-out the service. Careful tabulation of the costs that will go away with a contracting decision and the costs that will remain is an important step in making the prudent choice.
