ABSTRACT
The processes of government are rarely, if ever, problem-free. Often just a few factors or causes are associated with most of the problems. Directing attention to remedying those few factors is a more prudent allocation of management time than spending time on causes of fewer problems. Pareto charts are a useful device for identifying and displaying prime opportunities for process improvement.
