ABSTRACT
Performance measurement can be both an instrument of accountability and a tool for performance improvement. Good sets of measures do more than track a program’s outputs; they also gauge the program’s efficiency, service quality, effectiveness, and equity. The city and county governments that use performance measurement most adeptly incorporate their measures meaningfully into other management systems to guide decision making and influence performance improvement.
